The Postgraduate Program in Geography at Universidade Federal do Ceará is intended to train human resources qualified to act in the areas of teaching and researching in Geography, in order to meet the demand of public and private institutions, mainly in the Northeast, for information on environmental and territorial theme in the Brazilian semi-arid region. The implementation of this postgraduate program reinforces graduate and ths postgraduate in Geography area on the scale of Ceará and the Northeast, specifically in the doctoral mode.

In the first scale, that of the state, it will broaden the possibility of formation of an important contingent of professionals who have already graduated in Master Degree in Geography at the Universidade Federal do Ceará (UFC) and at Universidade Estadual do Ceará (UECE), and of other areas, which is expanded if it is considered the possibility of formation of teaching staff in Geography and related areas in university in the State hinterland: State University, Campi of Limoeiro do Norte; University of Acaraú Valley (Sobral).

In the second scale, the region, it also will compose the frame in which are set only the Universidade Federal do Pernambuco (UFPB) and Universidade Federal de Sergipe (UFSE), the doctorate program in Geography at the Universidade Federal do Ceará (UFC) aids in training professionals on a regional scale.The timid action undertaken the course in its early years, with few training professionals from other states, will be consolidated and strengthened with expansion of its range of influence in the region, contributing in these terms, the potentiation of training PhDs in Geography.

Regionally, the area of Geography will be strengthened not only in quantitative terms, but mainly in qualitative terms, with the inclusion on the scene of a set of professionals whose the skills will diversify the approaches. The level of PhD professional experience in Geography is evident: on the theme and vehicles (mainly international and national) of undertaken scientific production; the links established with international and national institutions; in particular gender approach, covering coastal and hinterland and confined mainly to the northeastern semi-arid.

Finally, it is emphasized that Professors involved in the postgraduate congregate will and scientific drive, have physical and financial infrastructure and have the support of the Universidade Federal do Ceará (UFC), as guarantor potential of the program to become reference center for Geography in the Northeast and especially in semi-arid area.

The Geography Master's course was approved by CAPES in 2003 and it started in July of 2004. In its first assessment (2004-2006) was graded 4 by the CAPES concept. The Geography PhD course was approved by CAPES in 2008, starting its activities in 2009 with the formation of two classes.

To complete the description of the spatial scope of the Program, it is noticed with the implementation of doctoral expansion of its range, with increased participation of students from other states and from other countries. The clientele served by the course represented a broadening of access of students from different states of the North and Northeast.

A total of 38 students admitted to the PhD, we currently have from the two classes of 2009, 2010 and 2011: 1 student from the Amazonas State, 2 from Paraiba, 4 from Rio Grande do Norte, 2 from Bahia and 6 from the countryside of the state of Ceará. All linked to public university institutions such as the Universidade Federal do Amazonas, Universidade Federal de Campina Grande, Universidade Federal do Rio Grande do Norte, and Universidade Estadual do Ceará as URCA (with which we hit the extension of incentives in 2011), UVA and UECE.

Therefore, the trend that showed was the one which pointed out that with the master's participation from Rio Grande do Norte, Maranhão, Paraíba and Espirito Santo or their entrance as educators in these and other states of the federation reaffirms response to a clear regional demand. This scope tends to enlarge on the international scale, and announcement of this foreshadowing for the future coming in 2012.2, of the professor at the Universidade de Cabo Verde (Cape Verde, Africa) to undertake a PhD in our Program.

The Universidade Federal do Ceará has 12 sectoral libraries: Science and Technology Library, Health Sciences Library, Human Sciences Library, Law Library, Architecture Library, Mathematics Library, Marine Sciences Library (Labomar) Agricultural Economics Library, Physics Library, Graduate Library Economics, the FEAAC Library and Postgraduate in Engineering Library.

With well structured library system, online access, at www.biblioteca.ufc.br a set of services is available, such as: access to the Integrated Library System (Pergamum); Search at the acquis, access to SciFinder Scholar, access to the proxy server (Journals Portal Capes) and access to TEDE (Theses and Dissertations).From preliminary survey, considering assets related to the geographical agenda, it sums up to 8,350 titles available in 15,704 copies, concentrated in the libraries of Science and Technology (3,631 books) and Architecture (2,801).It also is whorthing to note the availability of collection at other vehicles: 2,619 periodicals, 1,048 Flyers, 1633 Theses and Dissertations, 294 Videotapes, 682 Monographies in undergraduate and specialization. In order to complement the cited literature, was set up in the bibliographic program Laboratories and whose collection is around 1,000 titles.

Finally, it should be noted the commitment of the Board of the Program of Higher Administration at the Universidade Federal do Ceará to allow reinforcement of the acquis. In the first area of the college, was adopted Professors convincing policy of the importance of allocation of a portion of funds from their projects to acquire books. In the second area, there is sensitivity of the Senior Management, with the implementation of collection of acquisition policy for the university libraries, consisting in actions aimed at postgraduates and among which is Geography.In late 2011 the Federal University of Ceará acquired Springer 2010 collection, providing a total of 7,826 electronic books online, in various areas of knowledge, expanding its collection, including in the field of Geography.

We've established partnership with several international and national development institutions that generate resources for research and scholarships. Several projects have resources founds from CAPES, CNPq and FUNCAP (resources injected into the program through their edicts) as well as international and national institutions: the National Science Foundation (NSF / EVA), Fulbright (EVA / CAPES Brazil), Spanish Agency for Cooperation scientific, European Community and PETROBRAS, to support research and extension projects developed in postgraduate school. master's and doctoral scholarships are guaranteed mainly by FUNCAP, CAPES and CNPq, and other development institutions.

 

Territorial and Enviromental Dynamics

Studies on the environmental and territorial dynamics, from the Brazilian Northeast, characterized substrate of action and research of the Professors of the Postgraduate Program in Geography at the Universidade Federal do Ceará (UFC). The singularities of the coastal formations, on the northern border, inland in the vast southern arc having as reference the territory of the state of Ceará, allow the composition of a wide and articulated range of open investigations to dialogue with scenic views of "Sertão".

The "Sertão" is the environmental and territorial transformations that colors the northeastern imaginary in accordance with the direct representations along the drought and the aridness of the Brazilian northeastern badland. This picture features the semiarid region of the Brazilian Northeast, from colonial period until the first half of the twentieth century, as a domain deprived of "coastal measurements", which were predominant in the occupation of other regions.

The "Sertão" was the image of a society victimized by drought, by migration and poverty. The Brazilian badland setting was related to the activities of the extensive agricultural cycles, so it contrasted with the coastal zone of restricted occupation and rarefied housing, which had fishing and subsistence agriculture as main activities. Few cities were directed to port activities, responsible for the flow of regional production and reception of industrialized goods from other states and countries. In the last quarter of the twentieth century, there is a change of mentality that favors the transformation of the image and the possibilities of the semi-arid northeast, and the articulation of the binomial Coast and Badland.

The forms of contemporary modernization interconnected challenges of democratic management of the institutions with environmental regulations, tourist demands, changes in agriculture and rapid urbanization. The geographical reality of Ceará diversifies and expands links with other Brazilian and international realities.

It gives, for example, the strengthening of public policies focused on tourism activities (PRODETUR-NE), agribusiness (hydro dams and canals interconnection), social (regionalized multinational projects, with neoliberal or developmentalist cut). The action of the government is given through the construction of major road works (roads, railways, ports and airports) the development and implementation of policies aimed at tourism, industrialization, agricultural modernization and attracting groups from the Brazilian South Central region and other countries. Through tax incentives, this have been changing the organization ans structure of the northeastern space.

The implementation of these activities, both on the coast and in thebadland, has interfered with the natural and social dynamics, generating environmental, social and economical significant impacts. They cause deforestation, soil depletion, desertification, pollution of water resources. Raise the redistribution of rural population, migration to urban areas and slums, not only to the large but also to the medium-sized cities. Intensify the conflict in the countryside, and unemployment and violence in urban areas.
Unfortunately, the growth raised has not been enough to overcome the Brazilian situation of social and economic inequality; nor lessen the impact caused on the natural geosystems. And this emergence of conflicts and structural rearrangements of the semi-arid northeastern reality broadens the focus to think spatial correspondences with other Brazilian regional realities (The "Sertões" Cerrado, Coastal South-Central, the great American southern border, Amazon, of the urban centers and peripheries) and world (Within America and beyond the Atlantic).

With that academic partnerships are forged open to interchanges of academic analysis and to prepare ground for innovative epistemological concepts and for Geography studies that are apparently "regional", but, in fact, are drawn to local and global scales with integral perspective.

Through research, academic papers, reports and technical advices, the Postgraduate Program in Geography has renewed forms of monitoring these interventions in the northeastern territory; as it justifies, not only the consolidation of the area of concentration of Environmental and Territorial Dynamics, as the normative reconstruction of its lines of research: Socio-environmental studies and socio-territorial studies, pointing to diversification of related thematic areas.
